Main Purpose of Job

The Regulatory and ComplianceEngineer III will assist the Division Chief with implementing a comprehensivedam safety program in Maryland. These positions are the third in a progressiveseries of engineering classifications in the Dam Safety Inspection andCompliance Division. The level of experience is mid-level. Responsibilitiesinclude inspecting new dam construction, inspecting existing impoundment structures,assisting dam owners with emergency preparation, and providing technicalengineering expertise and direction. These positions protect the public fromthe inherent dangers associated with dam failures. The incumbent in thesepositions uses highly specialized engineering skills to evaluate dam safety anddownstream hazard conditions, determine required remedial repairs, andestablish action plans to ensure that loss of life and major property damage isminimized in the event of sudden releases of water caused by dam emergencies.The incumbent will also represent MDE in meetings and hearings with State,federal, and local agencies; emergency management personnel; dam designconsultants; dam owners; and the general public to provide dam safety adviceand guidance on numerous complex dam safety issues.

Dam inspections often requirespecial physical demands of accessing inspection galleries, small storm drainand spillway pipes, lifting heavy equipment, and a lot of climbing ladders upand down the slopes of earth embankments. Dams contain areas of confined spacehazards requiring air monitoring, specialized training, and the use ofprotective equipment such as goggles, gloves, masks, etc. The incumbent in thesepositions may also be exposed to other dangerous situations such as drowninghazards, falls from high outlet works structures, and may be exposed to heavyconstruction equipment hazards while conducting inspections of existingstructures and dams under construction.

The incumbent in thesepositions will be required to drive a State vehicle. If you maintain anout-of-state driving license, you must provide a certified copy of your drivingrecord from the appropriate Motor Vehicle Administration at the time ofappointment. Individuals must maintain a driver's license with no more than 5points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Two years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering/architectural standards, practices, principles and methods.

Notes:

1.Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with atleast 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, wasteremediation, resource conservation, environmental protection, public health and safety or related areas for the required education.

2. Candidates may substitute the possession of a Master’sdegree in engineering or architecture from an accreditedcollege or university for one year of the required experience.

3. Candidates may substitute the possession of a currentProfessional Engineer or Professional Architect registration inthe State of Maryland, or in a state with comparable requirements for the required education and one year of the required experience.

4.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Two years of experience inspecting existing dams, ponds, levees, and similar structures;
  • Two years of experience inspecting the construction of dams, ponds, and levees;
  • Two years of experience designing or reviewing earthen dams for water supply, flood control, stormwater management, and tailings retention;
  • Knowledge of dam construction standards such as ASTM, AASHTO, ACI, NRCS, and USACE.
  • Technical writing skills when preparing inspection reports;
  • Knowledge of Maryland’s laws and regulations regarding dam design and construction.

It is also preferred that the selected candidate has:

  • A bachelor’s degree in civil, geotechnical, or environmental engineering.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
