Main Purpose of Job

The Procurement Officer I is responsible for the procurement of equipment, services,supplies, and other needs for the Office of Technology for Human Services (OTHS). Theincumbent will solicit, evaluate, negotiate, and award goods and services contracts inaccordance with the Office of State Procurement and COMAR Title 21.

The ProcurementOfficer I performs multifaceted purchasing tasks associated with formal and informalinformation technology (IT) procurements. The Procurement Officer I interacts with agency staff, management, and subject matterexperts to help develop justifications, scope of work, and conduct specialized researchdeemed necessary for procuring goods and services contracts. The incumbent is expected toplan, prepare, and complete all documentation for all assigned procurements – goods(equipment, hardware, software, licenses, peripherals, others) and services contracts. Alldocumentation should be developed utilizing acceptable business writing skills.

Essential Employee may be needed to work after business hours, nights, and weekends.

POSITION DUTIES

  • Completes Procurement Review Group (PRG) forms and associated Small Business Reserve (SMR), Minority Business Enterprise (MBE) and Veteran-Owned Small Business Enterprise (VSBE) research for procurement over $50K. Creates Requisitions and Blanket Purchase Orders (BPO) using the Financial Management Information System (FMIS).
  • Administers the requests for proposals for various types of solicitations, for publication and distribution to potential vendors using State Master Contracts, eMaryland Marketplace Advantage (eMMA) and(or) email.
  • Establishes timelines for solicitation; develops categories and weights of criteria upon which proposals are evaluated; and processes and completes the necessary documentation in a fair and ethical manner to select the potential contractor who may provide the greatest value to the agency.
  • Coordinates Pre-bid meetings and Post-bid conferences; informs bidders of any deficiencies in their submissions; and handles discrepancies regarding proposals and MSRPs; conducts all other related administrative duties, including but not limited to, sending Purchase Orders (POs), and fully executed contracts to the awarded contractors, program leads, and executive staff.
  • Prepares Award documents for all categories of procurements, inclusive of contracts, contract renewals, and contract modification documents for approval.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Experience:Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience of experience in contract management orprocurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates for Option 2 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and oneyear of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

One year of experience in State of Maryland Procurement soliciting goods and services using Request for Proposals (RFPs), Task Order Request for Proposals (TORFPs), Large Invitation for Bids (IFBs) and Multi-step Invitation for Bids (IFB), and Purchase Order Request for Proposals (PORFPs).

One year of experience using eMaryland Marketplace Advantage (eMMA) to research, advertise and award procurements for Purchase Order Request for Proposals (PORFPs), Request for Proposals (RFPs), Task Order Request for Proposals (TORFPs), Invitation for Bids (IFBs), and creating contracts.

One year experience using the State of Maryland, Financial Management Information System (FMIS) to create Referenced Blanket Purchase Orders (BPOs), Direct Purchase Orders (DPOs), and Requisitions.

One year of experience in writing Request for Proposals.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date).

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
