It just means that it's a community lot that doesn't have a specific purpose, and as such won't be visited by NPCs, townies, and other Sims. It can be useful if you want to build a community lot where you don't want your Sims to be disturbed.

Generic lots in The Sims 4 don't spawn visitors, and there's no other lot with no requirements that will.

What you need to do is click on the lot you wanna use, and click 'Build Mode'. Then on the top left hand corner, there will be a bit which says 'i' and click on that. Then click on the lot type (where it says 'Residential') and then you can change it.

When your sim is the owner of the lot, this lot has the "residential" feature. You can't change it as long as your sim is assigned there. This type of venue as SPA can only be placed on an uninhabited lot.

You can change the lot zoning back to community or residential by typing in: changelotzoning community, and: changelotzoning residential. You will have to load the lot, enter the cheat, exit back out of the lot to the neighborhood, then re-load the lot to make this method effective.
