Clothing in Cyberpunk 2077 are different items that can be equipped by your character to change his appearance. From Patch 2.0 onwards apparel items don't provide Armor, instead that role is filled by Cyberware. Clothing items can have very minor buffs, making some of them technically better than others, but their main function at the moment is providing the player with customization options for their character's aesthetics.
Finding Clothes in Cyberpunk 2077
